Package 21

All measures within Package 21 aim to contribute to faster and better processing of incidents ‘across the network’. In concrete terms this means for the road user greater safety and improved traffic flow.

The measures proposed in Package 21 are based on the plans developed in 2008 with the IM chain partners to achieve the common aim of reducing the average time to process incidents by a further 25 per cent between 2008 and 2015.

Measures and projects

The measures and underlying projects of Package 21 are:

  4. Project for real-time information exchange between IM chain partners
  • Measure to accelerate the establishment of guilt and forensics

  • Measure for accessibility to scene of the incidents

  1. Project Highways inspector on the motorbike
  • Measure to embed IM knowledge among road users

  1. Project IM in CBR driver competence
  • Measure on project management and organisation

On track

The implementation of Package 21 is on track. The IM partners succeeded in saving 67 to 89 million euros in 2008 and 2009 by shortening the processing time of ‘incident traffic jams’ from 47 to 42 minutes (Rijkswaterstaat, December 2009). In 2009 the processing time was 10.7% less than in 2008.

Intensification of IM measures is expected to produce an annual saving of at least 70 to 90 million euros that will boost traffic flow in 2015, with a positive side effect being greater safety.
